Gordon has dedicated virtually all of his career to Scottish local government. After a short period with a private contractor following graduation he joined Dumfries and Galloway Regional Council in 1984 before moving to Strathclyde Regional Council in 1988. At the re-organisation of local government across Scotland in 1996 he joined South Lanarkshire Council and took up his current post as Head of Roads and Transportation Services in 2010. He assumed the role of Chair of the Society of Chief Officers of Transportation in Scotland (SCOTS) in May 2017 having served as a Vice Chair previously.
